Laporan Ketua Audit Negara: Jambatan Ke Belukar, Rakyat Dinafikan Hak Pembangunan

Laporan Ketua Audit Negara baru-baru ini mendedahkan beberapa kelemahan ketara kerajaan negeri Sarawak di bawah pemerintahan Barisan Nasional. Bagi pihak Dewan Pemuda PAS Negeri Sarawak, kami merasa kesal dan kecewa atas kelemahan-kelemahan yang seharusnya dapat dielakkan.

Antara kelemahan kerajaan negeri yang harus diambil perhatian serius ialah; kelewatan projek pembangunan kemudahan asas, kegagalan kerajaan negeri menjalankan projek di bawah peruntukan yang disediakan, kelemahan ketara dalam bantuan kebajikan kepada rakyat miskin dan kelemahan pentadbiran jabatan-jabatan kerajaan negeri.

Saya mengambil contoh kegagalan kerajaan negeri menjalankan projek pembangunan di bawah Rancangan Malaysia ke-9. Peruntukan khas RM1 billion gagal dibelanjakan oleh kerajaan negeri dengan baik, sedangkan peruntukan ini berbentuk ‘once off’ dan tiada projek sambungan dalam Rancangan Malaysia ke 10. Daripada 31 projek pembangunan yang diperuntukkan di bawah Rancangan Malaysia ke-9, hanya 14 projek yang telah dijalankan (45.2%) setakat 31 Disember 2010, manakala 17 lagi projek gagal disiapkan. Hanya RM271.07 juta dibelanjakan, (46.3%) oleh kerajaan negeri. Ini bermaksud, rakyat Sarawak terlepas peluang menikmati pembangunan bernilai RM314.39 juta. Nilai pembangunan ini tidak lagi dapat diteruskan di bawah Rancangan Malaysia ke-10. Rakyat Sarawak dinafikan hak pembangunan disebabkan kelemahan kerajaan negeri dalam menguruskan projek pembangunan di negeri ini. Harus dinyatakan di sini, kebanyakan projek di bawah peruntukan khas ini ialah projek jalan raya dan jambatan, yang merupakan antara infrastruktur paling asas sebuah negeri membangun.

Saya juga kesal dengan pendedahan Jambatan Batang Strap, Seri Aman yang dibina ‘ke belukar’ tanpa jalan raya yang menyambungkannya. Ini suatu kelucuan dan pembaziran wang rakyat sebanyak RM20 juta. Dewan Pemuda PAS Sarawak menggesa kerajaan negeri untuk mengambil langkah serius dalam pengurusan projek pembangunan, dan tidak hanya melepaskan batuk di tangga.

Saya juga ingin menyatakan kebimbangan dengan penemuan audit mengenai bantuan rakyat miskin. Jabatan Kebajikan Masyarakat tidak mempunyai data yang lengkap mengenai jumlah sebenar rakyat miskin di negeri ini. Bantuan yang diberikan sejak 10 tahun dahulu tidak dikaji semula, walaupun peningkatan sara hidup yang ketara. Bantuan ini sepatutnya menjadi fokus utama kerajaan negeri memandangkan masih ramai rakyat Sarawak yang hidup dalam kemiskinan terutama daripada golongan kurang upaya dan golongan emas. Bagi pihak Dewan Pemuda PAS Sarawak, kami mencadangkan Jabatan Kebajikan Masyarakat lebih proaktif, dengan mengumpul sebanyak mungkin data daripada NGO-NGO, sukarelawan dan parti-parti politik yang terlibat secara langsung dengan masalah rakyat. Dewan Pemuda PAS Sarawak sendiri, mempunyai banyak pengalaman membantu rakyat miskin di seluruh Sarawak dan kami tiada masalah untuk berkongsi maklumat dengan JKM.

Pengurusan Jabatan-jabatan kerajaan juga masih boleh dipertingkatkan. Paling mengejutkan, pendedahan mengenai Jabatan Muzium negeri yang masih kekurangan infrastrukur asas, hingga menyebabkan artifak-artifak berharga bakal musnah. Kelemahan-kelemahan asas lain seperti pengurusan kontrak, pengurusan projek dan kewangan Jabatan-jabatan kerajaan perlu diambil perhatian serius oleh pihak kerajaan negeri. Ambillah contoh kerajaan negeri Pakatan Rakyat seperti Selangor dan Kelantan yang mendapat pujian daripada Ketua Audit Negara atas kecekapan pengurusan mereka.

Bagi pihak Dewan Pemuda PAS Sarawak, saya menggesa langkah pembaikan yang bersungguh-sungguh daripada pihak kerajaan dan mengambil serius saranan Laporan Ketua Audit Negara ini.

Report of the Auditor General recently revealed some weaknesses in the state government under the rule of Barisan Nasional. On behalf of the Sarawak PAS Youth, we were disappointed on the weaknesses that should be avoided.

Among the weaknesses of the state government that should be taken seriously are; delays in development project , failure of the state government to utilize development budget and allocation, weaknesses in welfare assistance to the poor and administrative weakness state government departments.

I take the example of state failure to manage development projects under the 9th Malaysia Plan. Special allocation of RM1 billion was not utilized by the state government, while this provision is a  'once off' and no extension project in the 10th Malaysia Plan. Of the 31 development projects allocated under the 9th Malaysia Plan, only 14 projects have been carried out (45.2%) as of 31 December 2010, while another 17 was not completed. Only RM271.07 million spent, (46.3%) by the state government. This means that the people of Sarawak miss the opportunity to enjoy development worth RM314.39 million. The value of this development can no longer be continued under the 10th Malaysia Plan. The people of Sarawak denied the right for development due to the weakness of the state government in managing development projects. It must be mentioned here, most of the projects under this special provision is roads and bridges, which are the most basic infrastructures of a developing country.

I also regret the exposure of Batang Strap Bridge, Sri Aman, which was built ‘to connect the bush' without any roads connecting the bridge. This is a humor and waste of RM20 millions of public funds. Sarawak PAS Youth urged the state government to take serious steps in the management of development projects, and not take it lightly.

I also wish to express concerns with the audit findings on the assistance to the poor. Department of Social Welfare does not have complete data on the actual number of poor people in the state. The assistance provided since 10 years ago is not reviewed, although a significant increase in cost of living. This assistance should be the main focus of the state government of Sarawak as there are still many people living in poverty, especially among the disabled and the old people. On behalf of the Sarawak PAS Youth, we recommend that the Department of Social Welfare to be more proactive, and collect as much data from NGOs, volunteers and political parties who are directly involved with the problems of the people. Sarawak PAS Youth itself, has a lot of experience helping poor people throughout the state and we have no problem to share information with the department.

Management of government departments can be improved. The most shocking, the exposure of the state Department of Museums still lack basic infrastructure and led to valuable artifact destroyed. Fundamental weaknesses such as contract management, project management and finance management of departments should be taken seriously by the state government. Take the example of the Pakatan Rakyat state such as Selangor and Kelantan which won praise from the Auditor General on the efficiency of their management.

On behalf of the Sarawak PAS Youth, I urge remedial measures in earnest from the government and to take seriously the recommendations of the Auditor General's Report.

ISLAM ASAS KERJASAMA PAS DENGAN NON-MUSLIM

Dewan Pemuda PAS Negeri Sarawak (DPPNS) berasa amat kesal dengan tuduhan tanpa asas Ahli Parlimen Santubong, Dr Wan Junaidi Tuanku Jaafar yang jelas menunjukkan tahap berpolitik beliau yang kebudakan-budakan bagi seorang  yang juga memegang jawatan Timbalan Speaker Parlimen Malaysia seperti yang dilaporkan oleh media arus perdana Sarawak semalam. Dalam masa yang sama, kenyataan beliau itu juga menunjukkan tahap kefahaman Islam beliau yang rendah bagi seorang yang pemimpin masyarakat Muslim.

Untuk pengetahuan Tuan Timbalan Speaker, PAS tidak pernah berubah pendirian dalam perjuangannya menegakkan Islam dan ajarannya yang meletakkan keadilan untuk semua tanpa mengira kaum dan agama sejak penubuhan PAS pada tahun 1951 lagi. Asas kerjasama PAS dengan masyarakat bukan Islam adalah didasarkan dalil-dalil jelas daripada Al-Qur’an dan perjalanan hidup Nabi Muhammad baik di Mekah mahupun Madinah. Kerjasama antara masyarakat Islam dan bukan Islam dalam pembinaan sebuah negara yang makmur dan adil jelas dapat dilihat melalui Perlembagaan Madinah yang ditandatangani dan dipersetujui oleh semua orang Islam, golongan musyrikin dan Yahudi di Madinah pada waktu tersebut.

Janganlah kita hanya sibuk menyambut Maulid Nabi tetapi dalam masa yang sama buta dengan kisah di mana pada zaman awal dakwah Nabi di Mekah, perjuangan Nabi dilindungi oleh beberapa pimpinan bukan Islam di sana. Kita juga perlu ingat bahawa ketika Nabi berhijrah ke Madinah, penunjuk jalan beliau dan Abu Bakar adalah seorang non-muslim . Kisah-kisah ini jelas menunjukkan keharusan bekerjasama dengan masyarakat non-muslim dalam menegakkan kebenaran dan keadilan.

Sebenarnya bukan PAS tetapi BNlah yang bersifat seperti ‘chameleon’ atau ‘sumpah-sumpah’ yang boleh bertukar-tukar warna dalam memancing undi rakyat. Di hadapan kaum Cina, BN menuduh DAP ditunggangi PAS, manakala di hadapan pengundi Melayu, BN memfitnah PAS ditunggangi DAP. Dalam suatu majlis, Perdana Menteri BN berceramah panjang tentang kesederhanaan tetapi dalam ketika yang lain lebih RM400,000 dibelanjakan untuk majlis pertunangan puteri beliau. Kerajaan BN diwar-warkan sebagai berkebajikan dengan inisiatif BR1M tetapi dalam masa yang sama menghadiahkan lebih RM 500 juta dalam bentuk pelupusan hutang kepada bekas Pengerusi Eksekutif MAS, Tan Sri Tajudin Ramli yang telah menggagalkan syarikat penerbangan negara itu.

Tuduhan Dr Wan Junaidi yang kononnya dahulu PAS memperjuangkan Negara Islam sehinggakan semua orang hendak diislamkan seperti yang dilaporkan di dalam Utusan Borneo semalam juga bukti nyata penyelewengan fakta yang amat serius oleh seorang Timbalan Speaker Parlimen. Sekiranya fitnah Dr Wan Junaidi ini benar, tentu sekali tiada orang bukan Muslim di Kelantan yang telah diperintah dengan jayanya oleh PAS selama lebih 20 tahun. Hakikatnya, penduduk bukan Islam di Kelantan adalah kelompok pengundi tegar PAS yang berdiri teguh menyokong kepimpinan Tuan Guru Nik Abdul Aziz Nik Mat.

Sebenarnya, isu PAS herhasrat meletakkan calon pilihanraya dari kalangan non-muslim bukanlah sesuatu yang baru. Calon bukan Islam pertama yang diletakkan PAS ialah Saudari Kumutha Raman di Johor pada tahun 2008.  Dalam masa yang sama perlu dijelaskan bahawa Pesuruhjaya PAS Sarawak dalam kenyataan beliau pada minggu lepas sebenarnya menyebut PAS Sarawak akan meletakkan calon Iban dalam PRU13 akan datang. Sebagai rakyat Sarawak yang cintakan keharmonian seharusnya kita berasa pelik dengan kenyataan Dr  Wan Junaidi yang pada hakikatnya bersifat cauvinis seolah-olah Islam ini hanya milik orang Melayu. Adakah seorang Iban semestinya seorang bukan Muslim? Kita harus menerima hakikat bahawa Islam tidak mengenal ras dan kaum dan di Sarawak, telah pun ada kelompok masyarakat Cina, Iban, Bidayuh dan lain-lain yang telah memeluk Islam sejak sekian lama. Jelasnya, Islam bukan milik eksklusif orang Melayu,Kedayan ataupun Melanau.

DPPNS menyeru semua rakyat Sarawak agar tidak mudah termakan dengan dakyah politik BN yang rasis dan penuh dengan penyelewengan fakta. Mari kita sama-sama berganding bahu membawa perubahan kepada negara dan negeri ini dengan menolak kezaliman dan ketidakadilan BN. Bagi PAS, kami jelas dalam perjuangan kami bahawa, ‘the muslims are our brothers in faith and the non-muslims are our brothers in humanity’.

 

ISLAM IS THE BASIS OF PAS’ CO-OPERATION WITH THE NON-MUSLIMS

Sarawak PAS Youth is deeply intrigued with the baseless allegations made by the MP for Santubong, Dr Wan Junaidi Tuanku Jaafar which clearly demonstrates his rather childish politics unbefitting of a Deputy Parliamentary Speaker as widely reported in the Sarawak media yesterday. At the same time, his statements, to our disappointment reveal a great deal of misunderstanding and confusion about Islam in the mind of this so-called Muslim leader.

In case the honourable Deputy Speaker may have slipped his mind, we would like to re-assure him that PAS has never changed or abandoned her original message of fighting for Islam and bringing justice to all regardless of race and faith ever since its formation in 1951. In fact, the very basis for PAS’ co-operation with the non-Muslims is deeply rooted in The Holy Qur’an and the extensive records of Prophet Muhammad’s colourful mission and struggle in both Mecca and Medina. The co-operation between Muslims and the non-Muslims in building a nation of prosperity and justice is clearly manifested in the famous Medina Constitution which has been ratified and agreed upon by all Muslims, polytheists and the Jews of Medina at that time.

Muslims must not be too engrossed in celebrating The Prophet’s Birthday (Maulid Nabi) but at the same time, are blind of the hard fact of the prophetic mission whereby it has been reported that during the early years of the propagation of Islam, The Prophet and the believers were actually protected by a few non-Muslims leaders in Mecca. We must also not forget of the fact that during Prophet Muhammad’s Great Migration (Hijrah) to Medina, his guide was actually a trustworthy non-Muslim. All of these great stories of co-operation between Muslims and non-Muslims are clear proof of the permissibility of such interaction, collaboration and mutual support with the aim to establish public good and justice for all.

As a matter of fact, it was not PAS but BN which is ‘chameleonic’ and can dynamically change colours just for the sake of garnering votes from the rakyat. It was not PAS but BN which in front of the Chinese voters, accuses DAP of being PAS’ slave whilst in front of the Muslim voters, happily accuses PAS to be DAP’s slave. In fact, it was a BN Prime Minister who gave a very long sermon on being moderate while weeks later spent more than RM400,000 for his daughter’s engagement ceremony. At one time, it was BN who claimed itself as the ultimate champion of the people via BR1M while at another occasion has waived more than RM 500 million in debt which is essentially the rakyat’s money to the notoriously corrupt Ex-MAS Executive Chairman, Tan Sri Tajuddin Ramli.

Dr Wan Junaidi’s false accusation about PAS used to be extremely passionate about establishing an Islamic State and wanting all non-Muslims to become Muslims is also another evidence of fact-twisting by the honourable Deputy Speaker. For a thinking mind, if this even holds any truth, logically, there should be zero non-Muslims in Kelantan after 20 glorious years of administering Kelantan. To the surprise of many, the actual fact is that, the non-Muslim community in Kelantan has become an ever-passionate PAS electorate in the state and staunch supporters of Tuan Guru Nik Abdul Aziz Nik Mat.

In actuality, PAS’ intention to field non-Muslims as candidates in the elections is not new. PAS’ first non-Muslim candidate was Saudari Kumutha Raman in Johor during the last 2008 election. At the same time, it should be clarified here that Sarawak PAS Commissioner’s statement last week was actually about fielding an Iban candidate for the coming 13^th General Election. As responsible Sarawakians who have been celebrating diversity all this while, we should be very concerned with such chauvinistic statement coming from an MP who as if declaring that Islam is only for the Malays. Is an Iban must be a non-Muslim, Mr Deputy Speaker? We have to accept the fact that Islam is race-blind and in Sarawak, the fact is that there have been many Muslim communities amongst the Chinese, Ibans, Bidayuhs and various other races who have accepted Islam for decades. Obviously, Islam is not an exclusive ownership of the Malays, the Kedayans or the Melanaus.

Sarawak PAS Youth would like to caution the peace-loving Sarawakians not to be deceived by BN’s unscrupulous propaganda which is based on racism and fact-twisting. Let us work hand in hand to bring change to Malaysia and Sarawak by denouncing BN’s injustice and hate-based politics. For PAS, we are very clear of our struggle which view the Muslims as our brothers in faith and the non-Muslims as our brothers in humanity.

KENYATAAN MEDIA RASMI PEMUDA PAS SARAWAK

PENDIDIKAN DI SARAWAK MASIH TERPINGGIR

Dewan Pemuda PAS Negeri Sarawak (DPPNS) telah bersama-sama rakyat Sarawak menyertai Dialog Nasional Pendidikan Negara  anjuran Kementerian Pelajaran Malaysia (KPM) yang baru-baru ini diadakan di Miri. DPPNS menyambut baik pendekatan konsultasi awam (public consultation) seumpama ini yang seharusnya telah lama dijadikan amalan bagi mana-mana kerajaan yang benar-benar komited dengan pembangunan demokrasi di Malaysia dalam memastikan segala polisi dan dasar-dasar utama negara mengambil-kira pandangan dan perspektif rakyat.

Dalam sesi dialog ini, DPPNS telah mengusulkan 4 cadangan utama dalam usaha menambahbaik sistem pendidikan negara ini yang kini dilihat tidak menyeluruh dan terlalu berteraskan peperiksaan (examination-oriented) iaitu;

1.    Pendidikan berteraskan inovasi: Iaitu di mana pemikiran kreatif, kritis, analitikal dan mengutamakan pembelajaran penyelesaian masalah (problem-solving-based learning) dijadikan asas utama sistem pendidikan negara dan bukan lagi pembelajaran berteraskan hafalan (rote-learning). Ini adalah kerana hanyalah melalui budaya inovasi yang tinggi, Malaysia mampu meningkatkan output ekonomi negara seteruskan menjadikan kita sebuah negara berpendapatan tinggi dengan mentaliti dan budaya sebuah negara kelas pertama. Budaya inovasi dalam pendidikan seharusnya tidak tertumpu kepada subjek sains dan teknologi sahaja tetapi sepatutnya merangkumi subjek-subjek lain juga seperti Sejarah dan Geografi agar mentaliti berteraskan inovasi disuburkan dengan berkesan di kalangan generasi pelajar kita.

2.    Menaiktaraf profesion perguruan:  Profesion perguruan perlu setaraf dengan bidang-bidang profesional yang lain seperti kedoktoran, kejuruteraan dan guaman kerana pada dasarnya, proses melahirkan rakyat Malaysia yang hebat untuk masa depan negara yang cemerlang menuntut dedikasi, profesionalisme dan kemahiran yang tinggi daripada profesion perguruan ini. Profesion sebagai guru adalah kritikal untuk wawasan negara ini dan kerajaan seharusnya memberi tumpuan penuh kepada usaha ini dan memastikan para guru tidak terbeban dengan tugasan-tugasan perkeranian yang tiada nilai-tambah kepada meningkatkan kualiti pendidikan negara.

3.     Pendidikan Kewarganegaraan: Memastikan pembelajaran dan pengajaran subjek Kewarganegaraan dilaksanakan secara serius dengan penumpuan kepada aspek memahami hak-hak rakyat sebagai pemain politik utama dalam konteks Malaysia sebagai sebuah negara demokrasi berparlimen dengan Raja Berperlembagaan. Aspek kefahaman yang tepat tentang Perlembagaan Persekutuan Malaysia juga harus diberi fokus agar para pelajar kita menjadi pemain politik yang matang selaras dengan hasrat kita menjadi sebuah negara kelas pertama. Semua ini penting untuk memastikan budaya politik yang matang berdasarkan fakta dan hujah subur di Malaysia.

4.     Penglibatan sektor industri dalam pendidikan: Melibatkan sektor industri dengan lebih serius dalam pembelajaran dan pengajaran subjek-subjek kritikal di sekolah-sekolah khususnya sains, teknologi,  perakaunan dan lain-lain agar kehendak dan perspektif industri didedahkan kepada pelajar dengan lebih awal sebelum mereka ke menara gading. Penglibatan industri tidak seharusnya hanya berlegar sekitar tanggungjawab sosial korporat (corporate social responsibility – CSR) semata-semata tetapi lebih konstruktif dalam memenuhi keperluan pasaran pekerjaan negara.

Dalam masa yang sama, DPPNS juga mengusulkan 3 cadangan khusus untuk kepentingan Sarawak kepada KPM iaitu;

1.       Peruntukan khas untuk peningkatan prasaran sekolah-sekolah di Sarawak: Sekolah-sekolah di Sarawak rata-rata menghadapi masalah kemudahan pendidikan yang tidak mencukupi. DPPNS mencadangkan peruntukan khas daripada hasil petroleum Sarawak disalurkan khusus untuk pembangunan pendidikan di negeri ini.

2.    Pendidikan Islam di Sarawak: Sekolah-sekolah agama baik sekolah rendah dan sekolah menengah harus ditambah untuk keperluan hampir 30% rakyat Sarawak yang beragama Islam. Peruntukan khusus untuk pembangunan sekolah-sekolah agama di negeri ini harus diwujudkan agar anak-anak Islam Sarawak mendapat pendidikan Islam yang komprehensif sehingga ke peringkat menengah. DPPNS mencadangkan agar setiap bahagian di Sarawak mempunyai sebuah sekolah rendah dan sekolah menengah Islam yang lengkap dan sempurna.

3.     Pengajaran bahasa-bahasa etnik Sarawak: Mengiktiraf dan menaiktaraf pembelajaran dan pengajaran bahasa-bahasa etnik Sarawak seperti Bahasa Iban, Bahasa Bidayuh dan lain-lain dalam sistem pendidikan negara agar kekayaan budaya dan sastera yang dimiliki oleh suku-suku kaum ini terus terpelihara dan menjadi aset penting dalam pembangunan sebuah negara Malaysia yang unik dan bersatu. Kerajaan Persekutuan tidak seharusnya menganaktiri kepelbagaian budaya dan bahasa di Sarawak dan mengiktirafnya sebagai salah satu komponen penting dalam kebudayaan kebangsaan kita.

Di samping usul-usul ini, DPPNS juga mendapati hampir 80% daripada soalan-soalan dan cadangan-cadangan yang disuarakan oleh rakyat semasa sesi dialog ini masih tertumpu kepada aspek kekurangan prasarana di sekolah-sekolah Sarawak. Banyak aduan tentang sekolah daif, sekolah yang diserang anai-anai, bangunan sekolah yang tidak selamat, sekolah yang tiada makmal komputer, sekolah yang kekurangan kerusi dan meja dan sekolah tiada dewan serbaguna dikongsikan sepanjang sesi dialog ini.

Bagi DPPNS, ini semua adalah bukti nyata bahawa pendidikan di Sarawak masih jauh terkebelakang dan terpinggir walaupun menjadi ‘simpanan tetap’ BN hampir 50 tahun. Walaupun, pada hakikatnya Sarawak adalah penyumbang ke-3 terbesar kepada keluaran dalam negara kasar (KDNK atau GDP) Malaysia pada tahun 2009 iaitu menyumbang hampir 20% kepada hasil keseluruhan negara, kerajaan BN baik di peringkat negeri mahupun persekutuan masih gagal dalam memartabatkan sektor pendidikan di negeri ini dan memberi kualiti pendidikan yang terbaik untuk rakyat Sarawak. Jelas, masanya sudah tiba untuk rakyat Sarawak untuk berubah, BN harus diganti demi masa depan Sarawak yang cemerlang.

EDUCATION IN SARAWAK, STILL LAGGING BEHIND

Sarawak PAS Youth has joined the rakyat in the National Dialogue on Education organized by the Education Ministry of Malaysia (KPM) which was recently held in Miri. We highly welcome this move of having a public consultation in reviewing Malaysia’s education system which is actually should have been a norm, rather than an exception to any government committed to a functioning democracy in order to ensure our national policies are cognizant of the rakyat’s needs and perspectives.

In the dialogue, Sarawak PAS Youth has put forward 4 major policy proposals in revamping our national education system which is widely-seen as uncomprehensive and too examination-oriented. The proposals are as follows;

1.     Innovation-based education: Where creative, critical and analytical as well as problem-solving-based learning are key enabling pillars for our education system as opposed to the current rote-learning approach. This is due to the fact that only via a pervasive innovation culture, Malaysia will be able to increase her economic output and optimize her economic potential to propel Malaysia into becoming a high-income country with first-world mentality. This innovation culture in education should not be limited to science and technology subjects only but should also be incorporated in the teaching of other subjects such as History and Geography to ensure that this culture is effectively embraced by our students.

2.      Teachers as professionals:  The teaching profession has to be recognized as a professional trade, at par with other professions such as medicine, engineering and law. This is due to the fact that, producing quality students for our future demands dedicated, professional and highly-skilled teachers. Teachers must be relieved from unnecessary clerical undertakings in order for them to become truly specialists in their teaching profession.

3.    Citizenship Education: A strong commitment to teach Citizenship subject must be embedded within the national education system, with more focus in making our students more aware of their rights as the main players of Malaysian politics in the context of Malaysia being a parliamentary democracy with a Constitutional Ruler. The aspects of understanding the Malaysian Constitution in the right context must also be given emphasis in order for our students to become matured political players of the future in line with our vision to be a first-world nation. All these are imperative to develop a more matured and facts-based political culture in Malaysia.

4.      Industry in education: The industrial sector must be invited to be more seriously involved in the learning and teaching of critical subjects at schools particularly, in the science & technology, accounting and other subjects so that the needs and perspectives from the industrial sector are exposed early to the students well before their university years. When it comes to education, the industrial sector must not confined themselves to CSR projects only, but they must also constructively participate in ensuring our students can meet the needs of the Malaysian labour market.

At the same time, Sarawak PAS Youth has also recommended 3 specific proposals for Sarawak, namely;

1.     Special allocation for schools in Sarawak: Schools in the state are largely facing serious infrastructure issues. Sarawak PAS Youth proposes that a special fund to develop school infrastructure at schools in Sarawak is established using the petroleum income generated from the state.

2.    Islamic education in Sarawak: There is an urgent need to have more Islamic primary and secondary schools in the state to serve the 30% Muslim population in Sarawak. Dedicated allocation for the development of such schools must be established to ensure a comprehensive Islamic education for Muslims in Sarawak until secondary level. Sarawak PAS Youth recommends that for the government to build at least 1 primary and 1 secondary Islamic schools for each division in Sarawak.

3.     The teaching of ethnic languages of Sarawak: To recognize and upgrade the learning and teaching of Sarawak’s ethnic languages such as Iban and Bidayuh in the national education system. This is to protect and preserve the rich cultural and literary heritage of these ethnics which are actually assets in developing a unique and united Malaysia. The Federal Government should not sideline this linguistic richness, but instead, recognize this as an important component of our national culture and identity.

Apart from these policy proposals, Sarawak PAS Youth has also noticed that almost 80% of the questions posed and proposals brought forward by the rakyat during the dialogue revolve around the issue of inadequate and poor facilities at various schools in Sarawak. There were grouses about dilapidated schools, schools being affected by termites, schools with serious safety issues, schools without computer labs, schools with insufficient chairs and tables and schools without multi-purpose halls, all have been ferociously and passionately raised by the people throughout the session.

Sarawak PAS Youth opines that these are all clear proof of how education in Sarawak is still lagging behind and has been very much sidelined by the Federal Government, even though Sarawak has been her ‘fixed deposit’ for almost 50 years. What is even more tragic is that, although Sarawak has been the 3^rd biggest contributor to Malaysia’s GDP in 2009 by making up almost 20% of total income for the Federation, the BN government, be it at the state and national level, have both failed Sarawakians in delivering the best infrastructure for our education system in the state and providing quality education to our children. It is only timely that Sarawakians make their voice counts and strive for change. Indeed, BN must be replaced for a brighter future for Sarawak.

PAS IS HERE TO STAY AND FIGHT FOR SARAWAK

Sarawak PAS Youth (Pemuda PAS Sarawak) is very much amused with the unintelligent response made by two BN leaders yesterday in The Borneo Post. The statements made by these two YBs, one of whom is the Deputy Speaker of the Dewan Rakyat seem to vindicate that BN leader are very much in fear of PAS’ ability to make real and significant inroads in Sarawak’s political arena. It is only logical to say that this fear is anchored with facts known by BN itself that PAS in Sarawak is without doubt a great competitor to the BN ruling coalition in the last state election. This is proven by the substantial and sizeable votes from the people even with PAS’ tender age in the state and meekly machinery as against to the Goliath BN.

It would only be more sensible for these BN assemblymen to focus more on delivering their election promises to the rakyat and prove themselves to be worthy representatives of their constituents, rather than busying themselves in this endless accusatory politics of no avail, typical of BN leaders. As all are aware, both Santubong and Asajaya as represented by the assemblymen are still largely plagued with poverty and inadequate basic amenities even after 50 years of BN rule in the state. One can only wonder how many more decades are needed by these BN politicians to really make a difference in the lives of the Sarawakians, thanks to their incompetence and ineffectiveness in serving the people.

PAS strongly believes that only through the implementation of  Negara Berkebajikan (Nation of Care & Opportunity), Sarawak can truly be liberated from the chains of poverty and insufficiency towards a just, progressive and prosperous state in which all Sarawakians from all ethnic and religious groups can live harmoniously with each other. Contrary to what has been alleged by YB Abdul Karim, PAS in Sarawak has never promoted disunity amongst the people of Sarawak particularly, amongst the Muslim community. Indeed, the only call which PAS is espousing, is the clarion call for the Sarawak people of all races to unite against the corruption and injustice perpetrated by BN for the past 50 years.

It invites great disappointment to see a Deputy Speaker of the Dewan Rakyat to be very much misinformed or rather uninformed of the real statistics about Kedah and Kelantan, both of which are successfully governed by PAS. To the frustration of YB Wan Junaidi, Sarawak PAS Youth would like to enlighten the honourable Deputy Speaker of the Dewan Rakyat of the data as furnished by the Economic Planning Unit (EPU) of the Prime Minister’s Office which clearly shows that Kelantan has fewer incidence of poverty at only 4.8% in comparison to the bountiful state of Sarawak with 5.3%. Although Kedah recorded 5.3% incidence of poverty similar to Sarawak in 2009, this PAS state has only 0.8% incidence of hardcore poverty while Sarawak registered 1.0% in hardcore poverty. It is even more commendable that Kelantan has in fact, triumphantly reduced its incidence of poverty by 25% from 1989 until 2009 whilst Sarawak has only been able to reduce this by 16% within the same period. At the same time, both Kedah and Kelantan managed to reduce their hardcore poverty levels by 8% and 6% respectively, while Sarawak has only managed to reduce its hardcore poverty level by an embarrassingly minimal 2%. This is despite of the incessant sanctions of grants and lack of financial support from the BN Federal Government towards Kedah and Kelantan.  Furthermore, in terms of income inequality in Sarawak as measured by Gini Coefficient, this land of abundance stood second after Sabah as the most unequal state in Malaysia. With all these hard facts, no sane man can accuse that Kedah and Kelantan are ‘at a loss’. In fact, PAS has yet again proven to the people that it can govern effectively for the benefit of the rakyat.

As said by YB Abdul Karim, ‘Talk is cheap’ and that is exactly what BN leaders have been doing for the past 50 years without delivering enough to the deserving people of Sarawak. As for PAS, we are here to stay and will continue to fight for the welfare and justice of the brave people of this great Sarawak against the corrupt BN leaders. God-willing, together with our partners in Pakatan Rakyat, a new prosperous Sarawak shall be a reality.

PEMUDA PAS SARAWAK : SINAR KEBANGKITAN TAHUN 2012

Sedar tidak sedar, kini tahun 2011 baru sahaja melabuhkan tirai masanya. Tahun 2012 pula akan memulakan pusingan masanya menggantikan sorotan waktu lalu yang tidak mungkin akan berundur semula.

Mengimbau kembali detik lintasan tahun 2011 yang lepas, Dewan Pemuda PAS Sarawak mengharungi banyak pengalaman yang mungkin tidak akan dilupakan sebagai pengajaran dan bekalan ilmu di masa akan datang.

Sepanjang tahun 2011, banyak aktiviti dan program yang telah dilaksanakan oleh Dewan Pemuda PAS Sarawak bagi merancakkan lagi suasana politik Malaysia khususnya di Sarawak. Antara program rasmi yang menjadi sejarah penting yang berlaku pada tahun 2011 ialah :

2. Isu Hak Tanah Adat Rakyat Sarawak (HAK 2011)

Selain itu, aktiviti dalaman parti di setiap kawasan juga diperkasakan bagi menguatkan ruh tarbiyah setiap ahli gerakan yang bertungkus lumus dalam menggerakkan parti.

Juga, aktiviti kemasyarakatan diperhebatkan di setiap kawasan untuk mendekatkan diri kepada rakyat dan secara langsung memperkenalkan PAS adalah sebuah parti yang mesra rakyat. Antara aktiviti yang telah dilaksanakan adalah seperti:

2.            2.  Sumbangan kepada fakir miskin

3.            3. Edaran bubur lambuk dan lain-lain lagi.

Sebenarnya, banyak lagi yang perlu diusahakan secara semaksima mungkin untuk memastikan bahawa objektif sebenar yang ingin dibawa oleh Dewan Pemuda PAS Sarawak dapat dipamerkan kepada rakyat Sarawak secara langsung.

Dewan Pemuda PAS Sarawak berharap agar tahun 2011 menjadi tahun yang bermanfaat dan semakin mematangkan Pemuda PAS untuk tahun yang mendatang. Mudah-mudahan segala usaha murni yang dilaksanakan oleh Dewan Pemuda PAS Sarawak terus disokong oleh rakyat dan mendapat keredhaan dari Allah swt.

Menjelang tahun baru 2012 yang mula menjengah ini, Dewan Pemuda PAS Sarawak akan menjanjikan kejutan yang lebih istimewa dari tahun sebelumnya terutama dalam usaha untuk menguasai media massa Sarawak.
